BOC Drives Operational Efficiency with Digital Innovations

The Bureau of Customs (BOC) will strengthen customs operations by leveraging advanced information and communication technologies (ICT) into its systems. BOC highlighted this innovative approach during the 32nd National Convention of the Chamber of Customs and Brokers Inc. (CCBI), held in Manila on November 29, 2024.

Representing Customs Commissioner Bienvenido Y. Rubio, the Acting Deputy Commissioner for Management Information Systems and Technology Group (MISTG), Atty. Marlon Fritz B. Broto discussed the Bureau’s transformative modernization journey, with digitalization as a cornerstone of its efforts. Among these is the implementation of modernization projects such as the Automated Export Declaration System, Customs Auction Monitoring System, BOC ePay Portal, PCAG Audit Tracker, Enhanced Electronic Certificate of Payment, and BOC Cares Portal Enterprise Ticketing Solution.

“All of these systems are slated for implementation throughout this year, with a detailed timeline to ensure they are fully deployed and operational by the end of the year. We are working to meet all milestones and deliverables within the established schedule.” Broto said. He also outlined several innovative customs processes covered by the BOC’s Information Systems Strategic Plan (ISSP) that will be implemented starting this year and continuing until 2026.

Director Ronnel Hombre of MISTG’s Planning and System Development also addressed the gathering with a presentation on “Risk Management and Fraud Detection: Enhancing Customs Processes Through Artificial Intelligence.” According to Director Hombre, the BOC will harness Artificial Intelligence (AI) to create a safer and more efficient trading environment and to advance its operational and border protection measures further. By embracing innovation, leveraging technology, and fostering partnerships, the BOC aims to strengthen its defenses, enhance its capabilities, and create a customs framework that is adaptive, efficient, and resilient against evolving threats.

“BOC will revolutionize risk management and fraud detection in customs processes,” explained Director Hombre. “Through advanced data analytics, machine learning algorithms, and cutting-edge technologies, we will streamline our processes, improve risk assessment capabilities, and enhance fraud detection mechanisms. By leveraging AI-driven solutions, we can identify potential risks more effectively and respond to emerging threats with agility and foresight. “

Port of Manila District Collector Alexander E. Alviar, Atty. Christian Flores, Acting Chief of the Accounts Management Office of the Bureau, also attended the convention, alongside BOC Administrative Office Director John M. Simon, who discussed the ongoing collaboration between the BOC and customs brokers for economic development. In his remarks, Director Simon emphasized the establishment of the Customs Industry Consultative and Advisory Council, a body created to formalize the partnership between the private sector and the BOC.

“The Bureau remains steadfast in its commitment to innovation, transparency, and collaboration as we strive to enhance trade facilitation and create a world-class customs administration for the Philippines,” stated Deputy Commissioner Broto. “Through ongoing modernization efforts and strong partnerships with stakeholders, the Bureau is poised to achieve even greater efficiency, security, and competitiveness in the global trade arena.”
