What are the accreditation requirements for new exporters?

The exporter accreditation requirements are set by the concerned accrediting agency, while the requirements for the activation of accreditation are listed in Customs Memorandum Order (CMO) No. 19-2019 and CMO 26-2019.


Where should we submit the requirements for accreditation as exporters?

The requirements for accreditation shall be transmitted to the concerned accrediting agency. Once accredited, the requirements for activation of accreditation shall then be submitted to the BOC through its portal.

Who are the accrediting agencies for exporters?

Accrediting Agency of Exporters registered with Free Zone Authorities: Philippines Economic Zone Authority (PEZA), Clark Development Corporation (CDC), Subic Bay Metropolitan Authority (SBMA), Cagayan Economic Zone Authority (CEZA), Zamboanga City Special Economic Zone Authority and Authority of the Freeport Area of Bataan.

Other Investment Promotions Agencies: Board of Investment, Tourism Infrastructure Enterprises Zone Authority and Export Marketing Bureau. Other Exporter must be accredited with Philippine Exporters Confederation, Inc. and Customs Bonded warehouse Operators.

Is there an accreditation for one-time exporters?

Yes, accreditation for once-a-year exporters must be applied to the concerned accrediting agencies.

Do I need to secure permits to export?

Yes. The required permits and regulating agencies can be found in the Philippine National Trade Repository at https://www.pntr.gov.ph/search-commodity/.


EXPORTATION PROCEDURES AT THE BUREAU OF CUSTOMS

STEP 1: REGISTRATION OF EXPORTERS

Entities intending to export goods shall register first with the Client Profile Registration System (CPRS) of the Bureau of Customs (BOC).

STEP 2: LODGEMENT OF EXPORT DECLARATION

Entities intending to export goods shall register first with the Client Profile Registration

System (CPRS) of the Bureau of Customs (BOC).

STEP 3: SUBMISSION OF DOCUMENTARY REQUIREMENTS

Using the BOC Portal, the broker/exporter shall create a ticket for the submission of the following documents to the Export Division of the Port of Loading:

  1. Print out of Export Declaration
  2. Proforma/Commercial Invoice
  3. Packing List
  4. Other documents as may be required by the BOC

STEP 4: PROCESSING OF EXPORT DECLARATION AT BOC-EXPORT DIVISION 

The ticket created shall then be assigned by the receiving clerk to a Customs Operations Officer (COO) of the Export Division of the Port of Loading.

The COO shall retrieve the ED from the E2M Database for processing based on the selectivity system (Green, Yellow, Orange, or Red).

Export Cargoes that were cleared for loading by Customs shall proceed to the payment of duties and other charges through Authorized Agent Banks (AAB).

STEP 5: RELEASING

The Export Division of the Port of Loading shall then issue “Authority to Load”.
