BOC Hosts Seminar on PH-EFTA FTA Scheme and Registered Exporter System in Cebu City

CEBU CITY – The Bureau of Customs, through its Export Coordination Division, successfully conducted a two-day seminar on August 24 to 25, 2023, at the Summit Hotel Cebu City. The seminar focused on the PH-EFTA (Philippines-European Free Trade Association) Free Trade Agreement (FTA) Scheme, the Registered Exporter System (REX), and the on-site accreditation of Approved Exporters under the PH-EFTA Scheme.

The seminar witnessed active participation from export personnel representing various collection districts and stakeholders situated in Cebu. The event aimed to address the critical need to increase the number of Approved Exporters under the PH-EFTA Scheme, as an essential element of the Philippines’ compliance with the said scheme. The Approved Exporter status enables local exporters to take full advantage of the benefits provided by the European Free Trade Association (EFTA) member countries, including Norway, Iceland, Liechtenstein, and Switzerland.

One of the key highlights of the seminar was the comprehensive discussion on the Rules of Origin, a fundamental aspect of international trade agreements. Through detailed sessions, participants gained valuable insights into navigating the complexities of Rules of Origin and comprehending their significance in the context of the PH-EFTA FTA and other Free Trade Agreements that the Philippines has entered into.

The Registered Exporter System (REX) was also a focal point of the seminar, highlighting its role in streamlining the issuance of Origin Declarations and simplifying export procedures. This system empowers exporters to self-certify the origin of their products, thereby enhancing efficiency and promoting international trade relations.

Furthermore, the on-site accreditation of Approved Exporters under the PH-EFTA Scheme was a significant component of the seminar. This accreditation process contributes directly to the Philippines’ commitment to the European Union Generalized System of Preferences (EU GSP+), aiming to bolster the number of exporters engaged with EFTA States. By expanding the list of Approved Exporters, the Philippines strengthens its trade ties and opens new avenues for economic growth.

The Bureau of Customs remains committed to fostering awareness and knowledge surrounding the PH-EFTA FTA Scheme, Rules of Origin, and other Free Trade Agreements.
