BRIEFER: 23 – 28 OCTOBER 2017 AT THE PO

In summary, the Port of Manila processed 9, 229 Entries – ranging from Transshipment, Warehousing, Export, Formal and Informal – generally for the period of 23 – 28 October 2017, among which 54 containers containing Balikbayan boxes were processed.

There was no Warrant of Seizure Detention (WSD) issued by the Law Division and one (1) Alert Order issued.  One (1) lot was successfully auctioned while two (2) lots are scheduled for Auction on 30 October 2017

POM’s Status Verification Syste

The “Status Verification System” (SVS), which has been on “test” broadcast since last week, is already deemed to be completely operational.  SVS, if prompted by the stakeholders, will immediately inform them on the status of their goods declaration/entries (GD/entries) at the Formal Entry Division (FED).  The SVS is in line with the “ease of doing business” at the Port of Manila and will, among others, also minimize and avoid “face-to-face” transaction.

Final briefing on the said system with all FED Principal Appraisers and Examiners was made on 27 October 2017, including Entry Processing Unit (EPU) personnel.

Two (2) SVS kiosks, strategically located near the doors of the Formal Entry Division (FED), are available for use by the stakeholders.   Said kiosks also carry illustrated instructions on how to use the SVS.  Three (3) additional CPUs were also installed during the covered week for examiners to input data and update status of the GD/entries in the SVS.

The SVS also features a screensaver showcasing the various projects/programs/events of the Port of Manila, such as “Green Thumb: POM Environmental Initiative” which includes “Walis Linis Kinis”, various Corporate Social Responsibility program or the “Puso ng P.O.M.” program, which already counts around eight (8) outreach programs and POM awarding of commendations.  The screensaver also has a marquee or running display of the ODC Hotline Numbers which stakeholders can easily reach for complaints, comments and suggestions.

No Sectioning

Also in compliance to the verbal directives of the Honorable Commissioner, FED-POM put into effect its “No Sectioning” version.  In this regard, the tables of FED personnel were reorganized/rearranged alphabetically (vis-à-vis tables arranged as to their assigned section), thus effectively doing away with sectioning.

Even assignment of entries will be randomized.  PA’s will no longer have discretion in the assignment of entries to the examiners.  EPU will distribute the entries, but also without discretion, since distribution will be based on a “first come, first serve” basis, meaning the entries will be assigned based on attendance or log-in.   A computer software to fully randomize the assignment of entries,, based on the foregoing parameters with the additional feature on “load capacity”, was demonstrated to the OIC, Deputy Collectors and FED personnel last 28 October 2017.    It will be on dry run the following week (30 October to 4 November 2017).

National Heroes

In compliance to the 04 October 2017 Memorandum of the Honorable Commissioner, pictures with write-ups of fourteen (14) National Heroes are prominently displayed at the Port of Manila, specifically along the 2/F hallway fronting the Warehousing and Assessment Division WAD)

Holy Masse

Holy Masses were celebrated at the POM lobby on 25 and 27 October 2017

Green Thumb: POM’s Environmental Initiative

As a continuing project, a plant nursery has been introduced.  Soon to come are compost pits at the said gardens

Walis Linis Kinis

Trash bins located at the 1st floor of the POM building now sport a back to back spray-painted request “HUWAG MAGKALAT, KEEP POM CLEAN”.

Continuity Plan

Under the “Continuity Plan” of the ODCAd and the Administrative Division, the Leave Cards of POM personnel are being scanned so that soft copies thereof can be stored in an external hard drive.  As of 27 October 2017, those scanned and e-stored have reached the letter “S”

Visit by Russian Navy Vessel

On 24 and 25 October 2017, two (2) Russian Navy vessels made a port call at the Port of Manila, carrying materials donated by the Russian government to the Philippines. Turnover ceremony was held between representatives of the two governments.

Skeletal Force

In compliance to the Memorandum of the OIC, POM was manned by a work force on 28 October 2017 (Saturday).  The FED even went beyond the requirement of skeletal force as it was in full force that day.  

Speaker Ramp

To protect from damage the heavy speakers being used during flag ceremony, a cemented ramp was built so that they can easily be wheeled in to position.

Boodle Figh

As a sign of appreciation and by way of thanksgiving, the OIC-POM sponsored a surprise simple “boodle fight” with POM personnel to mark the impending attainment of the collection target for the month of October 2017.

 

POM Facebook Page

The POM Facebook page was updated with its new posts on the following:

–      POM will be open to serve the transacting public on 28 and 31 October 2017;

–      POM will also be open to serve the transacting public on 13-15 November 2017; and,

–      POM meeting on “No Sectioning” and “No Sectioning Boodle Fight” (please refer also to write-up on “No Sectioning” and “Boodle Fight”)
