Philippine Bureau of Customs Strengthens Trade Facilitation and Process Improvements in ASEAN

The Philippine Bureau of Customs (BOC) reaffirmed its dedication to enhancing customs processes and trade facilitation by actively participating in the 38th Meeting of the ASEAN Customs Procedures and Trade Facilitation Working Group (CPTFWG), held on 03-05 March 2025 in Phuket, Thailand. The meeting brought together representatives from all ASEAN Member States and the ASEAN Secretariat to discuss advancements in customs procedures, trade facilitation and regional economic cooperation.

Representing the BOC were Coll. Rechilda Oquias, Head of the External Affairs Office, and Ms. Trisha Lorraine Aguasa. Their engagement underscored the Philippines’ commitment to streamlining customs procedures and strengthening trade efficiency across the region.

The meeting, officiated by Mr. Yutana Phoolpipat, Deputy Director-General of the Thai Customs Department, focused on the development of the Strategic Plans of Customs Development (SPCDs) for 2026–2030. Key discussions included a review of progress on the current SPCDs (2021–2025), the enhancement of customs valuation guidelines, and strategies to combat origin fraud and illegal transshipment.

As the Country Coordinator for SPCD 4 on Customs Clearance, the Philippines led the discussions on the ASEAN Time Release Study, the implementation of the ASEAN Cargo Processing Model, and new initiatives for automating and digitalizing customs processes.
On e-commerce regulations, the Philippines emphasized its progress through the issuance of Customs Administrative Order 01-2025 on Cross-Border Control for E-Commerce Importations. This regulation streamlines the processing, clearance, and release of imported goods traded via online platforms and e-retailers, reinforcing efficient customs administration in the digital trade landscape.

In line with President Ferdinand R. Marcos Jr.’s directive to modernize infrastructure and systems to increase trade operational efficiencies and promote economic growth, and under the leadership of Commissioner Bienvenido Y. Rubio, the BOC has intensified efforts to combat smuggling and illegal trade, safeguarding national security and economic stability.

The 38th CPTFWG meeting concluded with a consensus on the next steps for the SPCDs 2026-2030 and a commitment to continued collaboration among ASEAN Member States.
