Driving Change Through Stakeholder Collaboration at the BOC’s 7th CICAC Meeting

The Bureau of Customs (BOC) successfully convened its 7th Customs Industry Consultative and Advisory Council (CICAC) meeting at the Manila Hotel on September 27, 2024, hosted by the Association of Off-Dock & CY/CFS Operators of the Philippines (ACOP), the Philippine Multimodal Transport & Logistics Association, Inc. (PMTLAI), and the United Port-users Confederation of the Philippines (UPC).

During the welcome remarks from the presidents of the three organizations, ACOP President, Mr. Alexander C. Ong, emphasized: “this gathering showcases the strength and collaboration of our industry as we work together to support the nation’s growth.” PMTLAI President, Mr. Erich Lingad, added: “Constructive dialogue in forums like this allows us to address key challenges, unlock growth potential, and collectively shape a more competitive and resilient industry.” Lastly, UPC President, Mr. Nelson Mendoza, remarked: “Today’s meeting reflects the ongoing efforts of the BOC to listen to the concerns and recommendations of private stakeholders.” Each president expressed gratitude for the BOC’s commitment in engaging with stakeholders to enhance customs operations and address their concerns.

Key attendees included representatives from leading compliant companies, foreign chambers, and central CICAC organizations. The meeting aimed to strengthen connections between the government and private sectors, with participation from various Trade Regulatory Government Agencies (TRGAs), including the Food and Drug Administration, Department of Environment and Natural Resources, and the National Telecommunications Commission, who actively addressed stakeholder concerns.

Discussions centered on strategies to streamline customs processes, enhance efficiency, and reduce operational delays. Participants shared insights on best practices and innovative solutions to foster greater collaboration between government agencies and industry stakeholders. Furthermore, five new industries pledged their commitment to join CICAC, further expanding the council’s influence and reach.

In a gesture of appreciation, ACOP, PMTLAI, and UPC presented tokens to the BOC, reinforcing their alliance and commitment to open dialogue with stakeholders.

In closing the event, Commissioner Bienvenido Y. Rubio thanked attendees for their ongoing collaboration, reaffirmed the BOC’s dedication to stakeholders’ engagement, and highlighted the vital role of TRGAs in achieving seamless customs operations. “WE HEAR YOU. Pinapakinggan namin kayo — what I said during the 1st CICAC holds true. TRY ME. Sa pagdami ng mga miyembro natin, naniniwala ako na mas marami tayong nasasagot na mga katanungan at naaayos na mga problema.” Commissioner Rubio concluded by encouraging everyone to continue working together towards a more efficient and responsive customs administration.
