Customs NAIA conducts governance sharing with PHLPOST

On October 28, 2021, the Bureau of Customs – Port of NAIA, headed by District Collector Carmelita M. Talusan, conducted a virtual governance sharing with the Philippine Postal Corporation (PHLPOST) headed by Postmaster General Norman Fulgencio, via Zoom Video Conference.

As the country enters the yuletide season, the Bureau of Customs and the Port of NAIA is expecting larger volume of gifts and parcels to arrive through PHLPOST and other courier and cargo forwarding companies. Relative thereto, the Port continuously conduct coordination meetings and governance sharing to ensure that no unnecessary delays are experienced during ber-months.

In its effort to modernize its operational systems to further streamline its processes, BOC and PHLPOST are both targetting to launch systems in CMEC (Central Mail Exchange Center) in Bureau of Customs – Port of NAIA. These projects aim to transform the logistical structure of parcel importation more efficiently, secured, and easier to administer.

For the part of BOC-NAIA, the port expressed its full support to the initiatives and projects of BOC and its partnership with PHILPOST to improve service for the general public, especially to balikbayans, OFWs, travellers, and all others. Likewise, the Port, being an ISO 9001:2015-certified agency, shared its best practices on its improved trade facilitation and border protection measures, and also emphasized the importance of online systems in this time of pandemic to lessen face-to-face transaction and prevent transmission, aside from its contribution to the digitization goals of an agency.

The meeting was also attended by Mr. Jason Cheng, member of the Multi-Sector Advisory Council of the Port of NAIA, Mr. Joel Zamudio, Assistant Postmaster-General, Ms. Eliezer Rosal from PHLPOST, Mr. Mark Jhon O. Almase, Acting Subport Collector of CMEC, and Mr. Arnaldo Dela Torre, Chief of Customs Bonded Warehouse Division from Port of NAIA.

Governance Sharing is one of the nine elements of the Performance Governance System (PGS) which aims to promote good governance by sharing best practices strategy between other external agencies.

The Bureau of Customs under the leadership of Commissioner Rey Leonardo B. Guerrero and Port of NAIA headed by District Collector Talusan, remain committed to further improve its systems and operations, in coordination with governmental and non-governmental organizations, to offer better government service.
