BOC’s 5th CICAC Meeting on Streamlining Customs Operations and Enhancing Industry Collaboration

The Bureau of Customs (BOC) held its 5th Customs Industry Consultative and Advisory Council (CICAC) meeting on July 5, 2024, at the Diamond Hotel in Manila. Hosted by the Chinese-Filipino Business Club, Incorporated (CFBCI), the event was led by Customs Commissioner Bienvenido Y. Rubio and included diverse stakeholders such as foreign chambers, top importers, and the agricultural sector. The meeting focused on optimizing customs procedures, the implementation of ATA Carnet, and oathtaking of new CICAC members.

Mr. Samuel Lee Uy, President of CFBCI, set the tone with his opening remarks, expressing strong support for CICAC’s mission to facilitate smoother trade processes. His message highlighted the critical role of private sector engagement in advancing BOC’s objectives.

Twenty foreign chambers in the country, along with the top twenty most compliant corporations, have pledged their commitment as CICAC members. Their involvement brings valuable insights into global trade practices, aiming not only to streamline trade operations and reduce barriers but also to build trust between the government and the private sector. Ultimately, this collaboration aims to boost the country’s competitiveness and economic growth. The most compliant corporations have also signed a manifesto of support, committing as stakeholders to advocate for enhanced trade facilitation and to collaborate closely with the BOC to ensure continuous improvement.

Key technical experts of BOC provided updates on ATA Carnet implementation and recent training in Singapore, emphasizing BOC’s commitment to operational standards. The ATA Carnet, known as the “Passport for Goods,” operates through a global network of Chambers of Commerce that guarantees payment of customs duties and taxes if goods are not re-exported within the specified time frame. The Philippine Chamber of Commerce and Industry, with BOC, announced the ATA Carnet system’s official launch on July 15, 2024.

Under the leadership of Commissioner Rubio, the BOC is committed in fostering close collaboration with industry stakeholders and championing innovations that enhance trade facilitation and spur economic growth. Commissioner Rubio stated, “We are here as a proactive customs administration that listens and follows through with action.” He also emphasized the commitment of all parties involved to work together towards a more streamlined and responsive customs framework. “To tackle cross-cutting issues, we must adopt a whole-of-nation strategy,” Commissioner Rubio added.
