BOC Welcomes 2025 with a Renewed Commitment to Excellence and Public Service

January 6, 2025

The Bureau of Customs (BOC) opened 2025 with its annual New Year’s Call, held on January 6. Commissioner Bienvenido Y. Rubio, joined by BOC officials and personnel, delivered a powerful message that set the tone for another year of excellence, collaboration, and service to the nation.

Addressing the men and women of the BOC, Commissioner Rubio expressed his gratitude for their perseverance and contributions throughout 2024, emphasizing the essential role each employee plays in the agency’s success.

Commissioner Rubio called on the BOC workforce to remain resolute in upholding the Bureau’s three-fold mission. “This 2025, let us set an even higher standard for ourselves and the Bureau of Customs. We should remain steadfast in guarding our borders, facilitating legitimate trade, and ensuring the lawful collection of revenue,” he stated.

Looking ahead, the Commissioner outlined the Bureau’s priorities for 2025, built around its 5-Point Priority Program (5-PPP): digitalizing customs processes, surpassing revenue targets, simplifying procedures and facilitating secure trade, curbing smuggling, and enhancing employee welfare and development.

Throughout the day, courtesy calls were held between Commissioner Rubio and various groups, collection districts, and offices across the Bureau. These interactions reinforced the Commissioner’s commitment to fostering collaboration and engaging with every sector of the organization to ensure alignment with the BOC’s mission and goals.

The Commissioner also acknowledged the significant challenges ahead, particularly the PhP1.06 trillion revenue target for the year. Despite the enormity of the task, he expressed confidence in the BOC’s ability to rise to the challenge through collective effort and resilience.

Commissioner Rubio reminded the BOC workforce of the core values that define the agency: professionalism, integrity, excellence, and accountability. He called on everyone to embrace these principles and continue serving with heart and integrity.

The New Year’s Call marked the start of another chapter for the BOC, with Commissioner Rubio’s message inspiring renewed purpose and dedication. The Bureau remains resolute in its mission to contribute to national development under President Ferdinand R. Marcos, Jr.’s vision for a “Bagong Pilipinas.”
