BOC, PTTC, EU-ARISE Philippines Hold Workshop on Emerging Trade Facilitation Initiatives for the PTFC

The Bureau of Customs (BOC), in collaboration with the Philippine Trade Training Center (PTTC) and supported by the EU-ARISE Plus Philippines Project under its Output 4 Component on Trade Facilitation, successfully conducted a workshop titled “Emerging Trade Facilitation Tools and Initiatives for the Philippine Trade Facilitation Committee (PTFC)” on August 27, 2024, at the PTTC in Pasay City.

This workshop aimed to deepen the understanding and awareness among PTFC member agencies of the latest developments and initiatives under the World Trade Organization-Trade Facilitation Agreement (WTO-TFA) and the Customs Modernization and Tariff Act (CMTA). A key focus was placed on the BOC’s ongoing efforts to implement the Integrated Risk Management (IRM) system and the Authorized Economic Operator (AEO) Program.

In addition, the event featured the PTTC-ARISE Plus Training Platform, an innovative training program designed to equip Filipino micro, small, and medium enterprises (MSMEs) with the knowledge and tools needed to navigate export rules and procedures in international trade. This platform is set to play a critical role in empowering MSMEs to compete more effectively in the global market.

Interactive breakout sessions provided participants with the opportunity to collaborate across agencies, explore new strategies for trade facilitation, and discuss data-sharing initiatives vital to advancing the AEO program. These discussions are expected to lead to more cohesive and efficient inter-agency cooperation, further enhancing the Philippines’ trade environment and contributing to the nation’s economic growth.

Department of Finance (DOF) Assistant Secretary Dakila Elteen M. Napao, in his Opening Remarks on behalf of DOF Undersecretary Charlito Martin R. Mendoza, the Permanent Representative of the PTFC Chair, said “It is imperative for our agencies to consider these trade programs to help us better address current and future challenges, and how we can collaborate at the national level and across countries towards achieving a more sustainable and inclusive development at the same time.”

Executive Director of the Philippine Trade Training Center Fe J. Avila, in her Welcome Remarks said, “This workshop is a testament to the commitment of the Philippine Government in partnership with the EU and ITC, to foster inclusive economic growth and poverty reduction. Through enhanced trade facilitation, we empower MSMEs to compete on the global stage, of course achieving prosperity for all.”

Deputy Collector for Operations, Port of NAIA, and Head of the Mutual Recognition, Statistical and Records Management Unit (MRSRMU), Interim AEO Office at the BOC, Wilnora R. Cawile, in her Keynote Message on behalf of Permanent Representative of the PTFC Vice-Chairperson and Supervising Deputy Commissioner of the AEO Program, Deputy Commissioner Vener S. Baquiran, said “The role of customs authorities has evolved significantly. We are no longer just regulators; we are facilitators of trade, working to streamline processes, reduce delays, and enhance the efficiency of our trade operations. This shift demands a closer collaboration with TRGAs and a deep understanding of how customs laws and procedures are enforced.”

Under BOC Commissioner Bienvenido Y. Rubio, the BOC is dedicated in improving trade efficiency and aiding local businesses. Commissioner Rubio emphasized, “Our goal is to simplify trade procedures and enhance global competitiveness. This workshop significantly highlights the agency’s commitment to promoting economic growth and supporting MSMEs.”
