Through intensified profiling and x-ray scanning, the Bureau of Customs – Port of Clark successfully intercepted four (4) pouches of Methamphetamine Hydrochloride, commonly known as “Shabu,” valued at PhP2.652 million. The subject shipment, originating from the United States, was declared as “Gift Items Coffee Bags (Variety), Candy or Snacks.”

Prior to its arrival in the country, the shipment was flagged by the X-ray Inspection Project for physical examination. During the physical inspection conducted on December 19, 2024, the assigned Customs Examiner found several gift items and coffee bags. Upon further investigation, four coffee bags were found to contain four (4) vacuum-sealed transparent pouches of Methamphetamine Hydrochloride “Shabu”, weighing 390 grams.

The Philippine Drug Enforcement Agency (PDEA) confirmed through laboratory analysis that the substance is Methamphetamine Hydrochloride, classified as a dangerous drug under the amended R.A. No. 9165.

Representatives from PDEA Regional Office III, PNP Aviation Security Unit General Aviation, PNP Drug Enforcement Group III, NBI Pampanga, and Barangay Officials of Dau, Mabalacat City, were present in the joint physical examination.

“This success exemplifies our firm dedication in fortifying nation’s border security through enhanced vigilance and effective coordination with partner agencies,” remarked District Collector Jairus Reyes, commending the operation.

A Warrant of Seizure and Detention was issued against the subject shipment for violation of Section 118(g), Section 119(d), and Section 1113 paragraphs f, i, and l (3 and 4) of R.A. No. 10863, or the Customs Modernization and Tariff Act (CMTA), in connection with R.A. No. 9165.

Guided by President Ferdinand R. Marcos Jr.’s directive, the BOC, under the leadership of Commissioner Bienvenido Y. Rubio, continues its strong stance against drug smuggling. Commissioner Rubio reiterated, “We place significant importance in upholding public health and safeguarding the country’s border against harmful substances, for it is the foundation of a thriving nation. The BOC’s unwavering efforts will sustain initiatives to dismantle nefarious activities orchestrated by illegal drug syndicates.”
