The Bureau of Customs (BOC) recently participated in the Authorized Economic Operator (AEO) Workshop for the Philippine BOC in Tokyo, Japan. The weeklong event provided an opportunity to learn from Japan Customs’ best practices and reinforce its commitment to advancing trade facilitation, supply chain security, and stakeholder collaboration.
Held from November 25 to 29, 2024, the workshop focused on strategic measures to boost the accreditation of AEO operators, strengthen the training system, and advance human resource development. Discussions covered authorization procedures, examinations, validation processes, and experience-sharing on AEO-related activities. Deputy Commissioner Atty. Vener S. Baquiran led the delegation, joined by key BOC officials and representatives from the Interim AEO Office.
One of the key takeaways from Japan Customs was the introduction of a phased accreditation process, the transition from a compliance program to a full-fledged AEO Program, and the establishment of regional AEO offices. Other insights included enhancing training systems, promoting the program, and fostering regular engagement with AEO personnel—all designed to streamline operations and encourage broader stakeholder participation.
In support of these advancements, the BOC is gearing up to implement new regulations through extensive consultations and capacity-building initiatives targeting both personnel and private sector partners. These efforts aim to ensure the efficient delivery of the program and its alignment with global standards.
The BOC also plans to conduct time-release studies and boost its partnerships with international organizations, including the World Customs Organization (WCO) and the Japan International Cooperation Agency (JICA), to sustain the program’s growth and effectiveness.
Commissioner Bienvenido Y. Rubio has expressed unwavering support for the AEO Program, recognizing its potential to transform customs processes and solidify the Philippines’ position as a key player in global trade. Under his leadership, the Bureau continues to prioritize modernized practices that foster a secure and efficient trade environment, aligning its operations with international best practices, ultimately advancing its mission to enhance trade facilitation and economic growth in the Philippines.
