BOC Strengthens Cargo Clearance Efficiency Through Capacity Building Program

The Bureau of Customs (BOC) participated in the Capacity Building Program under the Bulk and Breakbulk Cargo Clearance Enhancement Program (BBBCCEP) from January 13 to 18, 2024, in Bangkok, Thailand, to enhance technical expertise in cargo surveying techniques, reinforcing its commitment to trade facilitation and supply chain security.

BOC personnel underwent training organized by COTECNA, a leading provider of testing, inspection, and certification services, in accordance with Customs Memorandum Order (CMO) 18-2010, which mandates capacity-building programs on cargo surveying techniques to enhance customs officers’ skills in cargo inspection and clearance.

In line with President Ferdinand R. Marcos Jr.’s directive for bureaucratic efficiency, the initiative supports the development of a more competent and responsive workforce. The program provided participants with insights into COTECNA’s services, particularly in bulk and breakbulk cargo clearance, and introduced advanced techniques in cargo surveying and risk management.

It also emphasized the role of third-party inspection services in ensuring compliance with customs regulations while facilitating the efficient movement of goods. As part of the program, the BOC delegation visited key facilities, including Asia Golden Rice Co., Ltd., COTECNA Thailand, and COTECNA Laboratories, where they observed industry best practices in cargo handling, quality control, and laboratory testing.

Commissioner Bienvenido Y. Rubio emphasized that through initiatives like this, the BOC continues to strengthen its technical expertise and international cooperation, ensuring that its personnel are equipped with the latest knowledge and best practices to improve customs processes, enhance trade facilitation, and contribute to national economic growth.
