The Bureau of Customs (BOC), in collaboration with the World Customs Organization (WCO) under the Accelerate Trade Facilitation Programme, as supported by the United Kingdom’s His Majesty’s Revenue and Customs, will conduct the Customs Integrity Perception Survey (CIPS) from October 7 to 18, 2024.

The BOC strongly encourages all customs officials and private sector partners to actively participate by completing the survey form through the following links:

On-site survey will also be held at the following key locations:

• October 7-8, 2024: Manila International Container Port
• October 9, 2024: Ninoy Aquino International Airport
• October 10-11, 2024: Port of Clark
• October 14-18, 2024: Office of the Commissioner & Port of Manila

Participation in the CIPS is particularly vital as it aligns with the BOC’s overarching commitment to transparency and accountability. The survey will provide insights that can help shape future strategies, enhance stakeholder trust, and ultimately improve the overall performance of the agency. The results will be used to inform future policy adjustments and to strengthen mechanisms against corruption.

This initiative builds on the BOC’s commitment to fostering a culture of integrity, which began with the first CIPS conducted from July to August 2021. Following this, several key measures were implemented, including the Virtual Integrity Diagnostic Mission in 2021 and In-Country Integrity Assessment Validation and Action Planning in May 2022. The adoption of the Comprehensive Anti-Corruption and Customs Integrity Development Action Plan (IAP) in October 2022 further emphasized our dedication to combating corruption effectively. The implementation of the IAP resulted to key accomplishments such as digitalization of 96% of BOC processes based on the currently published Citizen’s Charter, establishment of the Customs Industry Consultative and Advisory Council, improvement in the BOC official website, establishment of the Equal Opportunity Policy, and enhancement of learning and development programs for BOC officials and personnel. Most recently, from May to September 2024, the BOC developed the Standard Operating Procedures for Internal Analysis of Corruption Risks, which was initially implemented in six of our major Collection Districts.
