BOC Cracks Down on Vape Smuggling, Seizes Php6.5 Billion in Illicit Products

The Bureau of Customs (BOC) disclosed during the “Kapihan sa Manila Bay” event on October 2, 2024 that it seized Php 6.5 billion worth of smuggled vape products in 36 operations carried out between October 2023 and August 2024. The operations were part of the Bureau’s intensified campaign to combat the illegal importation of vape products.

These operations were led by the BOC Intelligence Group, headed by Deputy Commissioner Juvymax Uy. Guided by BOC Commissioner Bienvenido Y. Rubio, these accomplishments underscore the agency’s unwavering commitment in curbing smuggling activities and safeguarding consumers from unregulated and potentially harmful products.

Atty. Leon P. Mogao Jr., Chief of the Investigation Division, highlighted the BOC’s enforcement of Republic Act No. 11900, the “Vaporized Nicotine and Non-Nicotine Products Regulation Act,” and Republic Act No. 10863, the “Customs Modernization and Tariff Act.” He also discussed the implementation of Customs Memorandum Circular No. 45-2024, which regulates the importation of vape products.

Atty. Mogao also highlighted that most seizures occurred at key entry points, including the Port of Manila, Manila International Container Port, Port of Clark, and Ninoy Aquino International Aiport, where heightened monitoring and profiling efforts have been in place.

Under Commissioner Rubio’s leadership, the BOC remains resolute in ensuring compliance with customs laws, enforcing the proper payment of duties and taxes, and upholding stringent regulatory standards to protect public health.
