BOC Launches First-Ever Community Caravan in Pasig City, Empowering Local Leaders and Communities to Combat Parcel Scams

The Bureau of Customs (BOC), in collaboration with the Cybercrime Investigation and Coordinating Center (CICC), successfully launched its inaugural “Customs Community Caravan: Awareness Campaign Against Parcel Scam” on August 13, 2024, in Pasig City. This groundbreaking initiative aims to educate and empower communities to combat the growing threat of online and parcel scams by providing them with essential tools to safeguard their hard-earned money and personal information.

Almost 100 officials, members, and representatives from all barangays in Pasig City, along with community leaders and representatives, participated in the event, demonstrating strong community engagement and a shared commitment in fighting cybercrime.

Atty. Yasmin M. Obillos-Mapa, District Collector of BOC – Ninoy Aquino International Airport (BOC-NAIA), welcomed participants from the City Government of Pasig, alongside representatives from the CICC, DHL Express (Phils.) Corp., and other BOC officials. In her opening remarks, District Collector Obillos-Mapa expressed optimism about the positive impact this initiative will have on the community and emphasized the importance of collaboration in combating cybercrimes.

Pasig City Mayor Ma. Regis “Vico” N. Sotto highlighted the significance of community-based initiatives like the caravan, which serve as crucial platforms for disseminating valuable information. He expressed hope that the insights gained by participants will be effectively shared throughout the city’s communities and extended his gratitude to the BOC for choosing Pasig as the pilot location. “Maraming salamat sa programang ito, at sana mas marami pa po kayong mapuntahan sa pamamagitan ng caravan na ito,” he stated.

The caravan featured in-depth discussions led by experts, offering actionable insights and practical advice. Mr. Paulo C. Ullado, Information Technology Officer III at CICC, provided a comprehensive overview of strategies for identifying and mitigating cybercrimes, stressing the importance of vigilance and proactive reporting.

Atty. Vincent James V. Fajardo, Acting Deputy Collector of the Central Mail Exchange Center, delivered a critical presentation on recognizing parcel scams, detailing the red flags that often accompany fraudulent activities. He guided participants on the proper procedures for sending and receiving parcels to help minimize risks.

Atty. Norberto V. Castillo, Customs and Regulatory Affairs Manager at DHL Express, further enriched the discussion with guidelines on safe parcel handling, emphasizing responsible practices to prevent scams.

To avoid falling victim to parcel scams, the BOC advised checking the profiles of online contacts and avoiding the sharing of personal information that could be used for fraud. Participants were encouraged to be cautious with products sold on social media by verifying their legitimacy through reviews and comments. It was emphasized that websites, receipts, and other documents should be authenticated by contacting the BOC, CICC, or the relevant government agency. Attendees were also reminded to avoid responding to suspicious calls, emails, or messages and always verify transactions with the BOC or CICC to ensure their legitimacy.

The initiative goes beyond raising awareness; it aims to equip individuals with practical knowledge to prevent scams. By understanding and recognizing potential threats, community members can better protect themselves.

In his closing remarks, Assistant Commissioner and Spokesperson Atty. Vincent Philip C. Maronilla expressed gratitude to all attendees, acknowledging their role in building safer and more secure communities. “Tayo ay nagkakaisa para sa mas ligtas at protektado na komunidad,” he stated.

Under the leadership of Commissioner Bienvenido Y. Rubio, the BOC remains committed to protecting the public from fraud and cybercrimes. Commissioner Rubio emphasized, “Naniniwala kami na edukasyon ang unang linya ng depensa laban sa mga scammers.” He highlighted that the Customs Community Caravan is part of the bureau’s broader strategy to enhance public awareness and cooperation in tackling these issues, ensuring that every Filipino is well-informed and prepared to face modern-day scams.

The BOC looks forward to expanding this program to other communities across the country, fostering a nationwide movement toward a safer and more vigilant society.
