Statement of the Bureau of Customs on the Issue of the Granting of Rewards and Appointment of Employees

November 20, 2021

The Bureau of Customs (BOC) clarified to the public, that there is no truth to the recent statement of Mr. Reynaldo “Bepoy” Galeno that is circulating on social media.

In his post, Galeno mentioned about his supposed appointment and reward in the BOC. Moreover, Senator Bong Go’s name was also mentioned, stating that the Senator meddles in BOC matters.

The BOC dispels such disinformation and would like to inform the public that Galeno is no longer connected with the BOC.

The Bureau’s Human Resource Management Division (HRMD) processes applications for hiring/promotion in accordance with CSC-approved BOC Merit Selection Plan pursuant to 2017 ORAOHRA, as amended. Further, the BOC Commissioner as the agency’s appointing authority is responsible for the issuance of appointment to first and second level positions in the Bureau.

Meanwhile, the grant of reward for employees under Republic Act (RA) 9335, otherwise known as the Attrition Act, follows an internal process within the Department of Finance (DOF), BOC, and its employees and is free from any external influence.

Under the said law, the allocation, distribution, and release of the reward shall be prescribed under the rules and regulations of the Revenue Performance Evaluation Board, which is composed of the DOF, Department of Budget and Management (DBM), and the National Economic and Development Authority (NEDA).

Needless to state, Senator Bong Go has not intervened in any BOC matters.

The BOC encourages the public to remain vigilant against the spread of similar unverified information.
